1.1 “What services are available in Cairns for those with ASD?”

PRE-SCHOOL AGE:

 

  • Autism Advisor Service:
The Autism Association in every state and territory is funded to provide an Autism Advisor Program, in both urban and regional areas. Autism Queensland provides the Autism Advisor Service in Queensland. Autism Advisors are funded to assist families and carers of children who are diagnosed with an ASD by providing information about appropriate early intervention services. The Advisors provide a link between the clinical diagnosis and access to early intervention programs and support services. They also assist eligible families to access the Australian Government funding for early intervention services and grants to support families from rural and remote areas.

To access the Autism Advisor Program, the child must be:

•  0 – 5 years
•  In some situations, children who are 6 can be deemed eligible, but only under special circumstances – parents will    need to contact the Autism Advisor Program to discuss this
•  Diagnosed, by a pediatrician, psychiatrist or multi-disciplinary assessment team, with one of the following:

     o Autism
     o Autistic disorder
     o Asperger syndrome
     o Rett syndrome
     o Childhood disintegrative disorder
     o Pervasive developmental disorder – not otherwise specified (PDD-NOS)

•  An Australian resident

To verify the child’s eligibility for accessing the Autism Advisor Program and consequently, the Early Intervention funding, the Advisors need to be provided with:

• A copy of the child’s birth certificate
• A copy of the letter of diagnosis / diagnostic form / diagnostic statement
• The child’s Centrelink number (on their Centrelink Health Care Card)
• A copy of a rates notice or utilities bill to confirm the residential address
• A copy of any parenting plan or court order
• A Client Consent Form signed by the parent / carer

  • PlayConnect:
PlayConnect Playgroups are designed to help families with children with Autism Spectrum Disorders (ASD) to connect with other families. Families that have a child aged from 0-6 years with ASD or ASD like symptoms are welcome to join a PlayConnect Playgroup. Children do not need an ASD diagnosis to join. Siblings aged 0 to 6 years old are also welcome to attend. PlayConnect Playgroups meet weekly for two hours. During playgroup sessions, caregivers and children participate in a variety of play activities suited to the needs of children with ASD.
PlayConnect is not ‘therapy based’ however the PlayConnect Worker can provide families with information about strategies for play and specialist services in their local area. Playconnect in Cairns is currently facilitated by Brigitte Strivens and held at St Margaret’s Anglican Church, Aumuller Street, Cairns each Thursday morning @ 9.30am – 11.30am.

  • Early Days Workshops:
Early Days’ is a national program of workshops for parents and carers who are in the early days of assessment and diagnosis of their child. The workshops provide support that will assist families to effectively manage the pressures they face during the early diagnosis stage. Autism Queensland is the ‘First Provider’ of these workshops in Queensland. These are conducted across Australia in small groups to maximise participant interaction. Where participation is not possible due to rural isolation or time constraints other options, such as on-line learning, are being offered. Early Days has been developed to complement other available services in the ASD field and provide a resource for families who are just coming to terms with their child’s ASD or who are waiting for early intervention services. Families and carers are able to receive information and book their attendance to the Early Days workshops by either calling the free call 1800 334 155 national number or via the Early Days website at: www.earlydays.net.au.

 

  • ARC Disability Services:
ARC Disability Services’ aim is ‘to support people who have disabilities and their families, through a range of accommodating, responsive and creative supports.’ This service aims to support families living in the Far North Region which include a person who has an intellectual and/or physical disability and/or sensory disability, acquired prior to age 18, which results in a need for ongoing, lifelong support, until age becomes the person's primary disability. Services include: respite house, flexi respite, family support program, post school services, and the popular ARC Toy Library.   • Autism Queensland:
Autism Queensland has been providing targeted Early Intervention programs for over 25 years. It now provides a range of services to support young children with ASD and their families. These services include therapy and education input, advisory support, information, training and family support. Autism Queensland operates an Early Intervention Service based in their centre at 15–17 Marr Street, Edmonton. It provides specialist early intervention to children under 6 years of age, with a diagnosis of ASD, and their families in Cairns and the surrounding region of Far North Queensland.   • Disability Services Queensland:
Disability Services Queensland’s, Family and Early Childhood Services programs support families with a child aged up to six years who has, or is at risk of, a significant developmental delay. With the support and information provided through the service, families are able to strengthen their knowledge, skills and resources, giving them a better opportunity to help promote their child’s developmental learning and inclusion in the local community. Programs may include: assessments and strategies to promote the child’s learning and skills development in areas including communication, play, gross and fine movements and independence skills; support with planning for current and future needs, information sessions and training.   • CDU – Child Development Unit:
Queensland Health aims to provide a range of services aimed at achieving good health and well-being for all Queenslanders. The Child Development Unit offers specialist support and access to speech therapy, occupational therapy and workshop sessions on a range of issues related to disability.   • BRAINY BLOCKS:

Occupational Therapy focussing on the assessment and management of children who have difficulties with any area of their daily living, including: Learning, Handwriting, Play, Social Skills, Motor Skills, Self care skills including toileting, behaviour and General development.

  • Autism Queensland:
Autism Queensland's Outreach Services team works with the child's school support team to identify strategies to improve educational outcomes. The Outreach Services team is a multidisciplinary team consisting of teachers, speech pathologists and occupational therapists. Consultants are able to provide visits to a child's educational setting. For visits in other regional areas, please view the Itinerary for 2010 to find out when consultants will be in your region.

  • Positive Partnerships:
The Department of Education, Employment and Workplace Relations (DEEWR) is delivering two school aged initiatives, through its’ Positive Partnerships program:

• Professional development for teachers and other school staff to support school students with ASD to achieve better    educational outcomes
• Workshops for parents and carers of school students with ASD (this information will also be available on-line)

  • Education Queensland:
The role of the Disability Services Support Unit (DSSU) is to enhance and facilitate inclusive education practices inclusive education practices. This work involves supporting specialists specialists who support students with disabilities students with disabilities so that these students experience quality participation and enhanced learning opportunities to achieve the best possible educational outcomes. DSSU is committed to enhancing inclusive education practices by:

• Building the capacity of districts and schools to support specialists who work with students with disabilities.
• Promoting innovations in learning through best practice and research.
• Developing alliances and partnerships between Education Queensland (EQ) staff and other government and    community agencies.
• Engaging in processes to develop and support EQ and other agency initiatives for inclusive practices.

Individual State Schools within the Cairns District are able to provide and request support services for those with disabilities. However, Cairns Coastal District Office is responsible for the overall management of disability services provided throughout Cairns State Schools. They can be contacted on: (07 4046 5222).   • Catholic Education Services:

Parents of children with disabilities are asked to give Catholic education schools between six and twelve months notice of enrolment (in some cases two years in advance) to facilitate transition into school or transition to Secondary school. Catholic education teachers are assisted by the Learning Support Teacher at each school. They help to coordinate special programs for students with disabilities and facilitate inclusive learning practices throughout the school. Advisory Visiting Teachers work as consultants to schools across the Diocese. They are involved in identifying and meeting the educational needs of students and play a key role in facilitating the delivery of quality education to students with disabilities who have been ascertained as requiring specialist educational support. The AVT based at Catholic Education Services provides support to teachers and parents of ascertained students in the categories of Intellectual Impairment and Autistic Spectrum Disorder across the Diocese.

  • Guidance Officers:
Guidance officers (GOs) provide guidance, counselling and support services to students who are enrolled at an Education Qld school and who:
• Require assistance resolving personal, social or emotional problems that are having a major impact on their    learning
• Are experiencing learning difficulties
• Require advice in relation to study skills, subject selection and career planning.

  • Head of Special Education Services (HOSES):
Special education programs of a certain size require a Head of Special Education Services (HOSES) to administer the program. If the special education program at your child's school has a HOSES, they will be a key person in your child's education. The HOSES is a teacher whose work includes:
• taking a central role in the educational team in curriculum planning for the student
• teaching students with disabilities
• monitoring the progress, performance and behaviour of students with disabilities
• giving advice and guidance to teachers and support staff
• directing and supervising the staff of the specialised program.
Special education programs support students with disabilities in state schools, and assist students and teachers in the development of their educational programs. Special education programs can be site-based or across sites. For example, a special education program may span the local primary and secondary schools, or a cluster special education program may support a number of students across a number of schools.   • Advisory Visiting Teachers:
Advisory Visiting Teachers (AVTs) are teachers with specialist knowledge and skills, who support the educational programs of students with disabilities to facilitate quality educational outcomes. AVTs play a key role in the delivery of quality education to students with disabilities whose specialist educational support needs have previously been ascertained levels 1-6, and students who have been verified or identified as requiring educational adjustments through the new Education Adjustment Profile (EAP), in the areas of:
• autistic spectrum disorder
• hearing impairment
• intellectual impairment
• physical impairment
• speech-language impairment
• vision impairment

  • PCYC Youth Group:
The Qld Police Citizens Youth Welfare Association is a welfare organization and works in conjunction with the Qld Police Service. Sgt. Scott Pottle is currently managing the Cairns PCYC. He has 17 years service in the Qld Police. The Cairns PCYC is one of 46 branches of the Queensland Police-Citizens Youth Welfare Association ( http://www.pcyc.org.au/ )
The facility is housed in a 1.5 million dollar building at Edge Hill. The Cairns PCYC now provides many activities for persons of all ages. Through a local initiative of the Cairns Autism Support Group (CASG), the PCYC now runs a number of youth groups aimed at assisting school aged children and adults with ASD.   • Child and Youth Mental Health:
Queensland Health aims to provide a range of services aimed at achieving good health and well-being for all Queenslanders. The unit of Child and Youth Mental Health offers specialist support and access to help regarding mental health issues. Assistance is available via a referral system, from medical professionals.   • Cairns Youth Mentoring Scheme:
To provide an ongoing mentoring program for young people between the ages of 12-21, who perceive they have a need related to personal issues, education, work or achievement. Our objective is to provide mentoring services and activities to improve the level of engagement of young people with family, education, training, the workplace and the community. Our intended program outcomes are increased levels of:
• Self esteem and resilience
• Opportunities for participation in work, education, training and community life
• Connection with family and peers
• Engagement with the community
• Skills in areas such as leadership and communication

  • Direct Employment Services:
Direct Employment Services (DES) is a specialist not-for-profit organization funded by the Australian Government to provide employment services to people with a disability and their employers. DES provides assistance to people with a disability to gain and retain employment. DES has been in operation since 1992. To access DES you must:
• Have a disability
• Show a commitment to finding and keeping a job
• Live between Gordonvale and Mossman
• Be of working age
• Have a recent Job Capacity Assessment (JCA) and/or referral from Centrelink (Government eligibility criteria apply)
DES Consultants can: assist you to learn your job and facilitate the training provided by the employer; suggest and access workplace modifications funding for any adaptations required in the workplace; train you to travel to and from home to work; help you learn and understand your rights and responsibilities in the workplace; assist you to create good relationships with your employers and co-workers; and provide you with ongoing assistance.   • Worklink:
Worklink Employment Support Group Inc. is a diverse organisation that provides employment assistance, personal support and educational programmes to people with a mental health condition and other disadvantaged groups in the Cairns community. Worklink commenced operation in 1996. Services are free to both clients and employers and funded by the Department of Education, Employment and Workplace Relations.   • Asperger Services Australia:
Asperger Services Australia provides support to parents, families, carers, individuals, service providers and professionals.
The association's aims are to:
• Give mutual support to people with Asperger's Syndrome and their carers
• Provide relevant up to date information on Asperger's Syndrome
• Encourage research into Asperger's Syndrome
• Promote awareness and engage in community education
• Campaign for improved educational services and equal opportunity

  • Leisure Options:
Leisure Options has been providing holidays for people with disabilities since 1994. Small group holidays are their specialty. Larger group holidays & camps have great activities and cater for active or relaxed participants. Leisure Options have caring and fun staff and travel companions. Leisure Options staff come from a variety of backgrounds including Recreation, Physical Education, Tourism, Nursing, Disability Studies and Teaching. Leisure Options is an accredited tour operator & is a fully Licensed Travel Agency specialising in holidays, tours and camps for people with disabilities. They tailor programs to an individual’s skill level, needs and interests. This includes:

CARERS, PARENTS & GRANDPARENTS:

 

  • Cairns Autism Support Group:
The Cairns Autism Support Group (CASG) aim to provide the following:
• Access to information, support networks and events to all members.
• A sympathetic environment where issues can be shared and aired without fear of criticism.
• A forum for visiting professionals of the group's choice, to aid awareness, education and financial support to the    group.
• A positive meeting point for carers and family members, to exchange information and useful ideas, to promote friendships, understanding and acceptance.
The group holds regular coffee meetings, social events, gym playdates for the kids and has an extensive library of books, dvds and other resources for members to borrow.

  • Autism Queensland - Online Support Group:
Family Support Services moderates an online support group for the parents and carers of those with an ASD. Anyone is welcome to join this group. Go to:   www.groups.google.com

Anyone can read what is posted on the discussion board, however, only group members can make or respond to a post. To become a member, follow the instructions on the site.   • Commonwealth Care and Respite Centre:
Blue Care recognises the importance of providing a support network for carers to access when they require a break. Blue Care manages five Commonwealth Carer Respite Centres throughout Queensland: Cairns, Townsville, Toowoomba, Robina and Ipswich.
The Commonwealth Carer Respite Centre works in partnership with carers to provide:
• Information and advice about respite care and other support services for carers
• Referral to appropriate local and regional service providers
• Funding for respite care in emergency or one off planned care situations. For example if you become ill and unable    provide to care, or to allow you to attend a special event or family function
• A residential respite booking service
• Funding for respite for carers of people with challenging behaviours

  • Cairns Autism Support Group (CASG):
Cairns Autism Support Group (CASG) offers support and advice to local families, however, we are not able to provide a telephone counseling service. We are run by parent volunteers and receive no financial support of any kind. We can certainly provide advice via email, through our website   www.casg.org.au  or at our many social events that are run throughout the year.

 

  • Autism Queensland:
Support and information is available to families and carers of children with ASD and people working with children with ASD supported by the outreach service over the telephone or through written and e-mail enquiries. Where applicable, written information may also be provided. There is no fee for this service. Telephone: (07 3273 0000)

 

  • Lifeline:
Lifeline’s 13 11 14 service is staffed by trained volunteer telephone counsellors who are ready to take calls 24-hour a day, any day of the week from anywhere in Australia. Anyone can call Lifeline. Lifeline provides a confidential service. Volunteer telephone counsellors will listen, support and assist you to clarify for options and choices for yourself. Counsellors may also provide you with information about community services, or other Lifeline Services which you may find useful. 3. “What help is there for my child under Medicare?”

The Department of Health and Ageing (DoHA) has introduced new Medicare items for children with ASDs.
These new items are for:
• Consultant physicians (pediatricians and psychiatrists) to diagnose and develop a treatment plan for children under   13 on referral from a GP
• Psychologists, speech pathologists and occupational therapists to provide up to four services in total per child to   collaborate with the psychiatrist or pediatrician on the assessment where required
• Psychologists, speech pathologists and occupational therapists to provide early intervention treatment following   diagnosis (providing up to 20 services in total per child).
